REQUEST FOR PROPOSAL (RFP)
Empanelment of Training Partners To implement employment linked Domain Skill Development Program under Labour Resources Department, Govt. of Bihar under the overall framework of Bihar Skill Development Mission. Training partners those have placement opportunities available through verifiable placement tieups can only apply under this RFP.
An Introduction to BSDM:
BSDM is the primary agency for skill development in Bihar. Its core objective is to establish a comprehensive ecosystem for skill development.Key functions include standardizing processes, offering web-based training, managing a centralized database system, and providing an industry interface for placements.BSDM acts as the central coordinating body for skill development schemes across various state departments in Bihar.
Domain Skilling of BSDM
- BSDM collaborates with 16 govt. depts. for short-term skill training.
- BSDM sets policies and standards in consultation with stakeholders.
- Line depts. choose sectors/courses based on beneficiaries and industry demand.
- Courses are updated to follow national standards by NCVET and the Ministry of Skill Development.
Objective of this RFP:
- Empanel experienced Training Partners.
- Focus on sector-specific training.
- Require verifiable placement tie-ups.
Eligibility Criteria:
- Establishment: Registered before 31.03.2020.
- Organization Type: Various types accepted.
- Annual Turnover: Minimum INR 1.00 Crore (avg. for FY 2019-22).
- Net Worth: At least Rs. 25 Lac as of 31.03.2022.
- Training Experience: Trained 1000 candidates (consolidated, last 3 FYs).
- Placement Experience: Placed 500 candidates (consolidated, last 3 FYs).
- Letter of Intent (LoI): LoI for 300 candidates from industry partner.
- No Blacklisting: No past blacklisting by any Government.
Duration:
- 1-year empanelment, extendable up to 5 years.
- Targets Scheduled Caste Candidates.
Fees
- All applicants must pay a non-refundable Document Fee of Rs. 5,000/- and Tender Processing Fee of Rs. 590.00 through e-payment mode.
- An EMD of Rs. 50,000/- is required for proposal submission. This EMD will be non-interest bearing and refundable.
Submission:
- The Proposal has to be submitted through online mode on https://www.eproc2.bihar.gov.in
- The last date for uploading of proposal will be Date 07.11.2023 up to 15.00 Hrs. Proposal will be opened on or after Date 07.11.2023 post 16:00 Hrs.
